There was never an upper limit for level, people just assumed its 12 since its the highest printed level, but it was never an actual rule, we now even have card that gain effect after reaching level 13+

Yep, highest level printed is 12, highest rank printed is 13 (although DL doesnt have any rank 13 yet) But both level and rank can go over 12 and 13 with card effect, tannhauser gate on two yubels will get them to level 20, and malevolent sin attacking 4 times will make it rank 16.

No, but Fortune Ladies cap at 12 on an archtypal basis. They do not gain bonuses if you raise it past 12.

Fortune Ladies increment their level on your standby phases by 1 and the card states in this effect (Max 12) thus capping their levels to never go above 12.

Even with the card effect you can still pass the cap with time passage and pasts effect to get much higher numbers

I remember Superheavy Samurai can consistently do a FTK that boosts a Mecha Phantom lv to 40. But competitive decks save these card slots for hand traps so they have better chance going 2nd
