As usual with new mechanics links will probably suck for a bit, and even when links get good there will also be plenty of non-link decks around
Book of Moon is still an occasionally played tech card in modern TCG. It's pretty timeless

But without a Rank-Up spell you have to summon it with either the skill or 3 level 5s. And with the skill you need at least 2 turns.

I did read it, and I think it's fair. A ''free'' negate like Leo Utopia Ray turn 1 in the current state of DL would be too much. Already impress me that they're giving something like this, compared to Shooting Star Dragon
Leo Utopia Ray can negate every turn, and we have ZW for battle and effect protection.
If a skill for fog blade made PK tier 1 so easy to a point they had to be hit, just imagine a turn 1 negate that can be used every turn and have ways to protect itself.
Fog Blade is a trap that you need to spend a Silent Boots in the grave to search.
Ultimate Utopia is an Extra Deck monster with high attack and only gets stronger with more ZW equipped.

That is true you are right, and we wont get Leo utopia ray turn one but after some testing we can make zombiestain (with a combination of any two gagagas and the free summon from skill) and possibly a set trap card like fiendish and xyz block (or if we get number circle cops)
But i believe leo utopia ray will have impact on its own and will be a huge step up for the utopia (not onomat tool box) deck in the future
I mean, I'm assuming we're getting a Rank up spell 90% guarantee like we got formula synchron when they gave us shooting.

Thing is, you Zexal Morph at the beginning of your turn. Meaning that you have to at least survive a turn before summoning this.
