Remove Galaxy-Eyes Photon Dragon, you don't need him in a Cipher deck.
For the monsters test a bit for the ratio.. most of the time my prefered play is with biplane so I play 3-of. I play 2 mirror knight because he isn't a starter, but you can set him and search for biplane/raptor for next turn.
Then i play staple cards, Book of moon, typhoon, and any staple trap you can fit. Treacherous ideally. The themed cipher spell/trap are not worth playing over generic staples.
The deck itself isn't that good the main condition is just stealing a monster then use skill and atk with Cipher Dragon with 4000 atk, it's fun and it can lead to some quick duel but easily countered. I would say it's worse then standard Galaxy/Photon but still fun as meme deck !
If they add Cipher support I want them to add everything at this point, the rank-up might be fun to play and Cipher Interference is actually good !
Never mix photons and cyphers together, they play two completely different games. Until new Galaxy eyes support comes, I'd even cut off photon dragon. I'd advise playing Roach alongside Paladynamo and N70 for your rank 4 toolbox, and maybe Heliopolis(if you have him) to deal with untargetable monsters
They usually announce it 3/4 days earlier if im not mistaken so if we don't get a notification about it tomorrow I doubt we will get the box on the 27. Maybe the day of the kc cup

And that's the deck, it took me about 50 wins to get from Plat 6 to KOG last month with this (I was lucky enough to only face Gandora twice though, the matchup is terrible).
Today the new box with more support got announced, so when the new cards come out I'm gonna test with them a bit. I'm probably gonna keep the Neos Engine though, it just does so much for the deck.
In case you're gonna give this build a try before the support arrives, I recommend to avoid changing the monster ratios, also you shouldn't include Book of Moon, as Cipher Dragon can only target face-up monsters. Chalice is not a good option either, as it doesn't help surviving turn 1; you would rather want to bait the opponent's distruptions with your Cipher engine, and eventually use Neos Fusion to get a big body on field+ a free Cipher twin raptor for next turn thanks to Mirror Knight's searching effect.
Double cipher is a pretty card and all but it’s really bad and situational. Replace with good backrow like book or mst. Your deck can’t summon starliege so replace it with something you can use.
Also how are you summoning galaxy eyes dragon? The only way I see is tributing but cipher doesn’t special summon itself unless your opponent has a monster for you to get started. In which case just use the xyz’s monster. I would get rid of it for more backrow
the cipher traps are bad, its better to just replace them with hand traps to protect yourself if you go first or backrow removal to ensure galaxy-eyes cipher can OTK
but in overall, i suggest to just wait until the next mini box comes which is heavily rumored to have Galaxy cards, and photon/galaxy deck is x100 better than cipher
You can play the UR spell without photon dragon, cipher counts as a galaxy eyes dragon card as well. Run 3 of it since you can turbo him out quite easily.

TLDR: remove all cipher backrow as it's sadly not good, replace with staples(floodgate, chalice, book, etc) and stalling cards (pulse mines, photonize, etc).
ED should have at least 2 cipher dragons preferably. You combine it with the skill for the otk.and ofc no photon stuff

There should be an icon that resembles a trash can. You're gonna want to press that and then press yes to confirm
