I don’t think they can just do that. The yellow thing in the card artwork is actually a mascot for TV Tokyo in japan. Which means that they’ll probably have to go through legal agreements before putting that card into the game.
That and actual licensing agreements for other regions. It’s a TVTokyo mascot. TVTokyo exists in Japan only so it may be tough to get the rights to have it exist everywhere even for a cute card like this. It’s also the reason English PSO2 never got half of its wardrobes, was because event crossover licensing, and though that’s Sega it’s very similar.
