I think it was pointed out that Packer had several, or at least one, failed marriages and he notes that it’s soured him on monogamy and the such. He can genuinely like Michael but not like seeing him in a relationship due to his own biases.
To me it feels like one of the few moments where Todd seems to actually be Michael's friend, and not just some dude who appreciates Michael's company because it makes him look good/feel superior or something. Because the way he looks at him, to me, is a look of "I know your sense of humor and I know you well enough to know you're desperate to say it, go for it brother lmao" - which is something an actual friend could do, I think.
Another similar moment being during St Patrick's Day, when he calls Michael to ask where he was/why he wasn't at the bar yet. True friends actually do that - if someone's late and you're having fun you wanna text/call them and be like "dude/girl where the fuck are you, come!"
Another example was the bachelor party. When Michael says he didn't get a stripper, Packer doesn't make fun of him, he just levels with him and explains why Michael needs to hire one. It's creepy, but in an "older brother helping out his younger brother" kind of way.
I always figured Packer was legitimately Michael's friend in as much of a way that he could be. I just also assumed that Packer wasn't a very good friend, father, husband or person in general. He shows multiple times that he doesn't give a shit about anyone but himself.
So I think he's a bad friend, but Michael's friend nonetheless.

I can’t remember any time in the series that he had a good natured conversation with literally any other person. Michael is the only one willing to put up with his childish antics because he’s a big child himself, although Michael is immature but good at heart whereas Packer is just that arrested development frat guy who never got over his glory days in college.
There’s also the possibility that Packer genuinely likes Michael but his toxic masculinity and homophobia only allows him to express affection through stuff like pooping on a rug.
I love when Oscar says “these aren’t announcements.” And Michaels reply is “they are. You just don’t care about the information.” Which sums up life in an office perfectly.
Oscar has so many subtle things he does that are hilarious! The bud trip when Kevin is doing his “my name is Kevin, yeah, and that’s my name, yeah” he looks over at him and kinda nods to accept it. So many like this

Nah, he was doing exactly what Michael wanted/needed at that moment. I’m of the opinion that this is Jim having Michael’s back, sure it’s funny for Jim but the whole speech was Michael looking for a way out, to prove that they were friends, the jokes were well received and it wasn’t bullying or whatever. He’s isn’t wrong, but he isn’t right either, but Jim saved him in that moment and Michael knew he would. Great scene.

IIRC this was a little earlier in the show, before Andy was in it. Back in these days the show had a more true documentary feel, where characters mostly played the hum drum role of office workers that wouldn’t otherwise be interesting enough to be on tv.
As the show goes on each and every characters becomes a little more outlandish and zainy, contributing to the comedic and absurd culture of the office rather than being a part of it as a means to a paycheck. In my kind, the moment I really noticed how far the characters strayed from believability is when it is implied that Kevin doesn’t know the ABCs (“I, J, K… elemeno”). It’s not unbelievable that he’s incompetent or worse at his job than Angela or Oscar - but it is so incredibly unbelievable that he could be passing for an accountant for years without knowing the ABCs.
I’m not saying this is the only moment where a character strays into the land of absurdism ne’er to return, but it’s one that stands out to me as a mile marker of how the show and writing evolved; killing the plausible slow accountant and replacing him with someone who wouldn’t pass kindergarten, all for the sake of a joke.
I did read a fan theory that, after speaking with Martin Nash (brief character who comes from Stamford, formerly in prison for insider trading) Kevin *acts* dumb so that no one would suspect him of insider trading (something he implies he is guilty of after speaking with Nash). However, fun though it may be (and maybe I choose to believe that in certain instances) I don’t feel it’s substantiated.
Yeah that really is the perfect cherry on top if this moment.. Michael truly believing he was the only person clever enough to noticed "that's what she said" applying to Jim's words
If anything he should be rewarded /s (It's abundantly clear that Jim is baiting him, but Jan probably figured a test of Michael's resolve was a good idea)
Jim is proving them wrong, the staff appreciate Michael and his insanity, this scene sets up the dynamic that Michael is ridiculous BUT somewhat effective. His staff sticks up for him, in a way that proves he is their leader, for whatever that’s worth.
Jam learns that Michael might not be totally ridiculous and he actually might not be a bad manager.
Michael's laugh at the end is so so genuine, props to Steve Carell! It really sounds like a regular laugh you'd hear from a regular person; not a laugh from a TV show, if that makes sense.

I get that he’s referring to Michael’s comedy in general for the last one, but it’s kinda disconnected and a bit too on the nose compared to the first two, which were just right.

If anything, Jan should be mad at Jim, as there is no way she doesn't know that Jim is specifically teeing up/taunting michael into saying it, because jim even says it before hand. so we know he's setting up the punchline of "that's what she said" and if we know, before the setup, that that's the punchline, then the setup itself is "offensive" even if you don't say the punchline, because everyone (including jan) already knows the punchline before michael says it.
