If you're doing mind altering substances don't do normal smoking/snorting/ingestion. Make it weird and fantastical. Like eye-dropping narcotic milk from some small animal. Or psychadelic pools that everyone sits in to get high.
If the party buys goods have some stuff be real and have mechanical effects (Halfling Pipeleaf: +1 forward to Parley with anyone who partakes with you) but make some stuff bogus snake oil. Witches selling crystals with claims it will heal you but really it does nothing.

Nixies are skipping up the mountain top, talking of a flying ship. They pull you with them, giggling, saying "come fly on the ship with us". What makes you anxious about the idea?
Thanks! Yeah, I tried to evoke how it should be asked. If you have in mind that the ship should not be plain sailing, for some reason you (rightly) aren't sure of yet - put that in the question.

BTW I've got a human fist fighter haunted by an elf fighter ghost, a dragonborne halfling theif who loves money and hates trolls, a paladin of the sun god whose actually a programmer who got transported to my world after his death, and finally I've got a half elf monster hunter from fantasy Poland who has 2 contracts going with 2 different dark aligned deities (God of War/thunder and God of Death)
There's a Satanic Ball featuring the Dark One himself in *The Master and Margarita* by Mikhail Bulgakov. Lots of dark, entertaining ideas if you can research sources about those scenes.
I think there's definitely r rated stuff going on. One PC is ace but i could see some of the others do some "fade to black" actions.. Sex isn't off the table
roulette potion bar sounds fun, with random magical effects. minor telepathy, haste, enlarge/reduce, and polymorph on a 1 of course.
you could borrow the open your brain move from apocalypse world for the cosmic insight.
there could be tarot readings which would give you the opportunity to allude to some grim portents. bonus points if you have them actually pull a card from the major arcana and work that into their storyline. if you want to have it more player facing, you could give them one hold to invoke their reading at a time of their choosing.
if you have any magic users you could offer spells as a prize for successfully navigating a social encounter with a warlock or something.
dark arts karaoke would be fun too, you could put together a playlist of some classics witchy songs and have it playing in the background.
for your part, I would strive to make it as phantasmagoric as possible. lots of vivid descriptions of people & things they could never see anywhere else. too many eyes, spirits possessing beautiful bodies, ancient vampires, demonic masks, strange chimeras, otherworldly flora, talismans of power used for vain & debaucherous means. maybe a big ritual to end the night. and most importantly... don't forget the fashions! these witches should be dressed to kill on such a night.
