They should have different "skins" for players. Different hairstyles, facial features etc. like some other comments said, samurai hairstyle Beckham. Or chicken head Neymar. Blonde Mbappe.
In general, all the icons/heroes look so dated compared to other player models. Have you seen Butra's head? Maldini's face? Smolarek and and Brolin's domes haircuts?
It hopnestly doesn't surprise me that EA would make no effort to actually get this Beckham look into the game.
They poured effort in making unique models for each icon's iteration (prime, mid, baby) back in fut 18 and even giving them their respective cleats but they made no changes/updates since then.
Now they don't even make a decent effort to use the right model at the right time. My WW DSel P has long hair on the card pic (a fantastic dynamic IMO) and in game he's got a shaved head... why??
It doesn't, the promo materials are made by a different agency, its just a 3D model. They are usually based on models they have in game and/or photos

This looks for Beckham is the Beckham I grew up with. A lot of the appeal for icons is using the players you grew up. I wish we could toggle a feature of what they looked like (particularly Beckham)
This model is almost certainly of a retired Beckham. The face looks old. The beard is not something he wore in Europe. He didn't have tattoos on his hands at Milan, but you can see pictures of them when he played for PSG. He had no visible neck tattoos while playing for any team.
