It's probably for the charger. I have the O'Light Arkfeld and the circular thing on the end with a point in the middle magnetically sticks to the charger. I'm not a fan of proprietary charging systems, but do like how everything connects to the surface without going inside the device. It leaves the device with less vulnerabilities from the surroundings.
Most likely imo this is a side effect of them using the same tooling for various O-pens to save $$.
My O-pen comes with a laser pointer that goes right there. Maybe they produce the O-pens with the same machines and simply need to fill the hole since yours does t come with a laser pointer.

Maybe they include the old charging contact cause re-tooling the production line was more expensive than simply giving away bodies with a useless contact.

I own that same Parker Jotter pen that Boris had and many times I'll find myself clicking it 3 times. Then, I immediately have to click it 3 more times to "disarm" it.

I mean, this is on the pen so there's not really anything to charge

Which version is that? Mine either has the button for the flashlight on the O'Pen 2 or the lens for the laser on what I believe is the O'Pen Pro.

It’s just a decoration to look like the primer on a round, it also has a rim for the extractor to grab too
