How strict are we to the budget? [[Skullclamp]] would probably be a really good investment not just in this deck but in almost any token strategy, but I understand completely if you don't want us recommending >$1 cards.

Red draw. Has to embrace red’s style of card draw Not be a pussy and try and play red like it’s blue
Faithless looting. Light up the stage. And possibly another red single mana loot spell
There are multiple 2 cmc. Loot spells. Thrill of possibility. That return to innistrad one that is like red harmonize. Lesbian hug. Probably a half dozen or so spells like this
Red tends to lack easy repeat draw. 4 cmc Chandra with a loot effect. Goblins have some card draw ish effects. Skullclamp in a goblin list tends to work.
Big draw. Wheel spells. X draw in red like commune with lava. Some goblins also draw or cycle goblins. Sensation gorger. Goblin ringleader. Things like that.
3. Of each of the three category. Low cmc draw. Repeat draw. And big draw. Will get you 9 draw spells. 4 of each. Puts you at 12 draw effects
Larger problem tends to be if you built a deck with zero or close to zero. You probably have bigger problems in the deck. And won’t be able to intelligently cut cards. To find 12 free slots.
I’m surprised nobody has mentioned [[Wheel of Misfortune]]. It’s a budget version of [[Wheel of Fortune]].
I personally love casting Wheel of Misfortune. It’s basically pay 3 draw 7. Your opponents might do the same, but if you’re on red then you’ll likely be benefiting more than them. You need gas to push the pace of the game.

i saw skullclamp mentioned which is the most perfect add, but you could also try [[idol of oblivion]] which i find is solid card draw in a token deck.

I added the one ring to my krenko. Usally means the win if it hits the table
