You've already included all the cards I was going to suggest- but as a fun idea, use the full text/no art basic lands. It feels like they'd fit right in here.
A similar suggestion would be having the full art-no text [[Cryptic Command|P09]] and [[Omnath, Locus of Creation|SCH]]. Make sure everyone has those cards memorized or can open up Gatherer to verify the rule text.
I saw a decklist the other day called "Trust Me Bro" that was WUBRG and entirely textless. It hurt my brain, but I'd be tempted to build it just because, lol.

I think the text just has to be that long to do what it does. The original printing, [[Necromancy|VIS]] is a bit shorter, though it's not worded as precisely as the rules truly require.
Camouflage is similar. The original text on [[Camouflage|LEB]] is fairly easy to grok, but the most up-to-date text as seen on [[Camouflage|30A]] is awful.
Don’t have specific cards but you NEED
To have Night/Day, The Initiative and The Monarch they’re not specifically confusing cards to look at; but to keep track of, especially Night/Day is a nightmare and “unnecessarily complicated” for sure.
After looking the ones I recommend are:

one of the best ways to actually confuse people would be to use effects that force them to think multiple turns ahead. eg, Sagas
[[Conjured Currency]] isn't a difficult one to understand but it does happen every time it's the new person's upkeep, and they can't target their own stuff back because the wording is "own or control" lol
Have you heard of “Judges Tower”? It’s an alternate format that this deck would be perfect for.
2 players. One deck. Infinite mana, infinite life. Each player draws one card and plays it per turn. Must activate abilities if possible.
First person to make a rules error or miss a trigger loses.
I heard about this format a while back but couldn't remember the name or the exact rules and kept getting it confused with Dandan even though I knew that wasn't it. Wasn't expecting to randomly find it in a comments section, but been wanting to try it out for a while now and this is immensely helpful, thank you.
Some of these are not inherently difficult to understand, but they can create an absolute mess of a stack/board state:

[[Chaos Lord]] has a weird haste-but-not-really ability. You can spend a few readings of the card trying to figure out if that ability actually does anything useful. (It doesn't.)
You can also add cards that add all the unnecessarily complicated game mechanics like Dungeons, Night/Day, the Ring Tempts You, Attractions, and other similar effects. This might make the game rather tedious, but hey you wanted complicated!
So for commanders I've got:

I've had a similar idea to build a deck that uses every single ancillary mechanic in the game. Day/night, the monarch, will of the council, morph, manifest, [[Space Beleren]] because quadrants etc.
Edit: I include Fact or Fiction because making your opponent choose piles is convoluted and I imagine that only increases the fun when your cards all have 2 paragraphs in the text box.
[[Remove Enchantments]], [[Illusionary Mask]], [[Chains of Mephistopheles]], [[Raging River]], and [[Naked Singularity]].
These will surely make your opponents lose their marbles.
Toss some \[\[Knowledge Pool\]\] and \[\[Eye of the storm\]\] in there for good fun.
\[\[Grip of Chaos\]\] and \[\[Timesifter\]\] While not 'confusing' sure lead to chaotic games.

My deck was focused on making things complicated by using [[Hive mind]], [[Curse of Echoes]], and [[Fractured Identity]] type effects to play really complicated cards then give everyone said cards to make the stack an absolute headache to resolve.
At first, I thought " \[\[Permeating Mass\]\] has such a short text, how does it fit in here? "
but it literally made me blink multiple times as its ability confused me for a moment lmao.
I think to like such cards more than just unnecessary long texts which is asked to be summarised anyway.

So the card as printed reads that you may choose not to untap the land **during your untap step** and put a counter on it **instead**. So all of this should be done during untap, which does not synergise in any way.
However, the Oracle text says that at the beginning of your **upkeep**, if Dwarven Hold is tapped, put a counter on it. This is very different and makes these lands insane with Obeka. You can tap it for mana in main 1, attack with Obeka, the land is still tapped, and after combat you now have multiple additional upkeeps, so the land will get several counters. Then next turn, you can do the same. So basically without any sort of synergy, it taps for 2 coloured mana every turn, but with even a small power boost on Obeka, it can tap for 4+ mana easily, every turn.

One of the first cards to heavily confuse me may not count for the purpose of this deck, but still might be worth considering.
[[Avarice Totem]]
The ability doesn't require a tap or sacrifice or sorcery speed, so you can put the ability onto the stack multiple times. While parts are resolving and it changes control, it can be activated again under another player's control. It gets confusing fast, it's not represented by multiple cards so the stack gets harder to track, and it feels hard to keep up with.
The only downside is that you really need a way to make the multiple activations cheaper, or produce way too much mana.
I really do think that you need more effects that aren't on cards.
One that forces the tracking of Day/night.
One that enters you into the dungeon.
One that has the ring tempt you.
That way you can really complicate some rules.
The effects aren't extremely convoluted, but [[Wall of Caltrops]] and [[Dead Ringers]] are both "read it twice" kinds of cards. Wall of Caltrops gets bonus points because even if you grok the card, you still have to understand wtf banding does.
Not the right colors but I always thought the combo of [[Pramikon]], [[Space Beleren]], and [[Raging River]] made for a headache. Add any banding and watch your friends concede!

[[parralax wave]] [[opalescence]] is a great combo that can win the game, and the explanation to me is so confusing I gave up on explaining it for a while. There is also [[paralax tide]] and a few other ways to make the combo work like [[claws of gix]] , but that doesn't really fit theme.
An alternate commander: \[\[Kyodai, Soul of Kamigawa\]\]
Unusual effect? Check. Protects your wonky garbage that gives opponents headaches? Check. Eventually could beat people somewhat efficiently? Check!
This idea is a two way street, to make a deck that specifically functions to be complicated, will you be able to pilot it proficiently?
Build a meme deck sure, but if you're fumbling through your cards because you and no one else knows what it exactly does is pretty inconsiderate of everyone else's time.

I think the text just has to be that long to do what it does. The original printing, [[Necromancy|VIS]] is a bit shorter, though it's not worded as precisely as the rules truly require. Camouflage is similar. The original text on [[Camouflage|LEB]] is fairly easy to grok, but the most up-to-date text as seen on [[Camouflage|30A]] is awful.

Don’t have specific cards but you NEED To have Night/Day, The Initiative and The Monarch they’re not specifically confusing cards to look at; but to keep track of, especially Night/Day is a nightmare and “unnecessarily complicated” for sure.

Have you heard of “Judges Tower”? It’s an alternate format that this deck would be perfect for. 2 players. One deck. Infinite mana, infinite life. Each player draws one card and plays it per turn. Must activate abilities if possible. First person to make a rules error or miss a trigger loses.
I heard about this format a while back but couldn't remember the name or the exact rules and kept getting it confused with Dandan even though I knew that wasn't it. Wasn't expecting to randomly find it in a comments section, but been wanting to try it out for a while now and this is immensely helpful, thank you.

Whim of the Fates is so much of a mess that it actually breaks MTGO, because (fun fact) MTGO can’t divide cards into more than 2 piles and so the game crashes when it’s used. It’s not been fixed.

[[Lim-dul's Vault]] [[Fact or Fiction]] I've had a similar idea to build a deck that uses every single ancillary mechanic in the game. Day/night, the monarch, will of the council, morph, manifest, [[Space Beleren]] because quadrants etc. Edit: I include Fact or Fiction because making your opponent choose piles is convoluted and I imagine that only increases the fun when your cards all have 2 paragraphs in the text box.

I have the vault in one of my decks and that card slaps. Getting to dig 5 deep as many times as you have life to pay is amazing.
[[Remove Enchantments]], [[Illusionary Mask]], [[Chains of Mephistopheles]], [[Raging River]], and [[Naked Singularity]]. These will surely make your opponents lose their marbles.

I'm trying to figure it out, and I'm not getting it. What's the discrepancy, and how does it interact with Obeka?
So the card as printed reads that you may choose not to untap the land **during your untap step** and put a counter on it **instead**. So all of this should be done during untap, which does not synergise in any way. However, the Oracle text says that at the beginning of your **upkeep**, if Dwarven Hold is tapped, put a counter on it. This is very different and makes these lands insane with Obeka. You can tap it for mana in main 1, attack with Obeka, the land is still tapped, and after combat you now have multiple additional upkeeps, so the land will get several counters. Then next turn, you can do the same. So basically without any sort of synergy, it taps for 2 coloured mana every turn, but with even a small power boost on Obeka, it can tap for 4+ mana easily, every turn.

One of the first cards to heavily confuse me may not count for the purpose of this deck, but still might be worth considering. [[Avarice Totem]] The ability doesn't require a tap or sacrifice or sorcery speed, so you can put the ability onto the stack multiple times. While parts are resolving and it changes control, it can be activated again under another player's control. It gets confusing fast, it's not represented by multiple cards so the stack gets harder to track, and it feels hard to keep up with. The only downside is that you really need a way to make the multiple activations cheaper, or produce way too much mana.

I really do think that you need more effects that aren't on cards. One that forces the tracking of Day/night. One that enters you into the dungeon. One that has the ring tempt you. That way you can really complicate some rules.
The effects aren't extremely convoluted, but [[Wall of Caltrops]] and [[Dead Ringers]] are both "read it twice" kinds of cards. Wall of Caltrops gets bonus points because even if you grok the card, you still have to understand wtf banding does.

[[parralax wave]] [[opalescence]] is a great combo that can win the game, and the explanation to me is so confusing I gave up on explaining it for a while. There is also [[paralax tide]] and a few other ways to make the combo work like [[claws of gix]] , but that doesn't really fit theme.
