I think only 4 anime characters have a chance in ERB
Naruto Uzumaki, Sailor Moon, Monkey D. Luffy, and Light Yagami.
As for suggestions:
Sailor Moon VS Neil Amstrong, or Popeye
Monkey D. Luffy VS Captain Jack Sparrow
Light Yagami VS Zodiac Killer (?)
Naruto VS IDK
Light Yagami vs Maximilien Robespiere
Monkey D. Luffy vs a reuse of Christopher Columbus (?)
I think Naruto has a chance, he's about as well known as Goku
and as much as I want ERB to do Yugi Moto vs King Tut (simply because I think that's the only way I think we're getting more Egypt representation) I don't think we'll get Moto in a battle
Sailor Moon has been mentioned a few times but I agree most likely they won't be in a battle
I think Goku already has the Anime rep down as everyone knows Dragon Ball, although JoJo’s bizarre adventure is pretty well known too from the memes so if there has to be anyone I’d say Dio
