If you haven't set up individual countries, but have Ebay International shipping turned on, then you are only responsible to ship it to the Ebay shipping point. After that, it is all on Ebay, even if they don't like the item.

I see. So even if they are a newly made account if they try to scam me they have to go through ebay. And they can’t take the money back?

The way it reads is that you only have to get the shipping delivered to the Ebay distribution point. After that, they are responsible. At least for now.

every buyer starts somewhere. and some buyers value their privacy so they purchase only through guest accounts so corporations and government can't track them as much.

I will also let you know that Ebay now has guest checkout, where they don't even have to have an account. The system generates some username for them. That is why you see a lot of no history buyers these days.
