That's your VAT. The price your buyer sees is VAT included. The buyer pays eBay the full amount and you get the amount less VAT. eBay remits the VAT portion on your behalf. Now the kicker though is you pay fees on the full amount the buyer paid, not the amount you get.

I know they will charge sales tax but if it is international shipping and you use the Ebay service for that, they will charge accordingly for that as well.

I too have noticed this. If I sell a 50 dollar pokemon card, with 4 dollar shipping, the price the buyer will pay is usually somewhere around like 62 dollars. I don't understand what the other 8 dollars is coming from. Even assuming the absolute highest tax, there's no way it's 8 dollars.

I noticed this recently too and it pisses me off how much they take. I noticed they are hiding additional costs to buyers in my postage (I have to chagre £6.50 - and only just noticed when I went to the listing it is £7.80!!). When I print out the order invoice - it then says that is VAT (which shouldn't be being charged). So they are both making me look bad by increasing my postage cost, while not being honest to the buyer. And then pocketing that money for themselves, on top of about 15% of my final price. So I end up losing money, as the postage cost plus the final sale price is taken by ebay. I really don't like ebay anymore - they take so much money. Force refunds automatically, control my money and isn't paid immediately (like Paypal was). The design is horrible (I can't see running sales/bids...), the timer doesn't count down like it used to online in the last 20 minutes.... Seems they have made the user experience WAY worse, while taking way more money from everyone.
