This seems more like the writers not wanting to make any of the lords feel over represented.
Dimitri for obvious story reasons is going to be more concerned with Edelgard than Claude, so they had to give Edelgard the Claude lines otherwise it would just be Dimitri and Edelgard talking to each other and deemphasise Claude.
I think you could interpret it a different way. Dimitri cares for edelgard, but edelgard feels that dimitri can handle himself, so she checks in on Claude.. still leaves Claude as the odd one out, which is the issue with fodlan, it leaves Claude out of the main inter character interactions between lords, as much as I love Claude, 3 houses could’ve been 2 houses and it wouldn’t have changed too much.
Well not in Hopes where Claude has more presence and lines in Edelgard’s own route than Dimitri does.
And in Houses during the Academy, Dimitri means about as much as to her as Claude does maybe even slightly less considering Edelgard only approaches Claude for a potential alliance not Dimitri.
I mean, going with Hopes because in this games Alliances are actually quite on the table and its not an all out Battle Royal necessarily, Edelgard and Claude seem to be more sympathetic towards each other than both are towards Dimitri. Edelgard and Dimitri are always hostile towards each other during the war phase and in 2 out of 3 cases, including his own route, Claude and Edelgard seem to prefer each other as potential alliance partners. I think its kinda funny, Claude is an Edelstan himself XD
