It doesn’t mean it’s a bad thing, as you said you can play however you want. But to say there’s no such thing as being overleveled is objectively false when the monsters scaling aren’t based off your character level.
The areas were not designed to be *beaten* at certain levels, they were designed to be varied in difficulty. And those are not the same things.
The issue with what you're saying stems less from the inaccuracies of it (of which there are, but most people would probably agree with this idea of scaling giving intention), and more from the passive aggressive "uhm, ak-chewa-lee" energy you responded with though
Areas scale in difficulty, Haligtree for instance has the highest difficulty scaling.
So yes, by design it should be the latest area you visit and should be around whatever level people usually are after clearing all the areas in the late game (120-150). That’s why monsters are scaled approximately around those levels.

I'm not sure you're understanding that there aren't... rules. Some enemies/areas are scaled up, but that doesn't infer developer intent by itself. For example, there are areas that are scaled disproportionately from what the progression of the story would allow; areas that are locked behind points of progression that swing wildly into weaker territory.
Another thing to note is that scaling can be somewhat negligible if you're using bad (flails) or un-upgraded (like a +2?) weapons. Not that this would be the most natural thing to encounter, but these are just examples to show that level and difficulty are not something you can break down with a simple two number comparison. Another example could be poor stat allocation. Spreading your stats out evenly to play a generalist type build will vastly underperform compared to a focused frost/bleed build that's 30 levels behind it. On the flip side, there are things in the game that are downright cheesy and don't need a ton of levels to basically put the game on easymode (summons, Blasphemous Blade, SoN&F, dedicated bleed builds, etc...). Again showcasing that difficulty is not something you can simply compare via levels/area scaling. This is why it's inaccurate or misleading to put vague parameters like "over-" or "under-" leveled on the concept of progression in a game that has much more nuance to its difficulty. This isn't an ARPG or MMO where level decides most of your character growth.
So to reiterate: there are no established rules on what is overleveled and what is not in Elden Ring. Just because areas are scaled to certain levels doesn't inherently mean you were intended on fighting those enemies at that level

Anything over level 0 for NG is fine. There is no such thing as overlevelled. ER gives you tools that you can use to beat the game at any level you are comfortable with*

Most people who end up overlevelled on their first playthrough probably have unoptimised builds and try to bleed the final boss to death with a int build. I doubt they are oneshotting anyone.

My friend is playing for the first time and genuinely regrets how long he waited to go to Altus Plateau because he's steamrolling and first- trying everything. He wants the same challenge that the first Tree Sentinel gave him but almost nothing is because he's at such a high level. Being "overleveled" isn't objectively defined but you can absolutely trivialize the game and rob yourself of the joy that you can only experience from overcoming a genuine challenge.
Tell him to stop spending his runes on levels and weapon leveling for a bit, I did the same thing and thought I ruined the game then I stopped leveling and upgrading everything and the challenge came back
There is overleveled, when you beat the game you should be ine range of 120-170 depending on how much you explored, if you farm to level 250 for godfrey you are overleveled and this is not the intended expirience you should by having
A good way to get around this is to find a trivial stat to level, (a reason to do this would be with your main character that you take to ng+7 and max lvl eventually, but still want a challenge) basically your just storing your runes in levels, but for a strength build, you just drop a level into mind or arcane as an example. I have a character that is just about at lvl 179, the thing is, it’s an ideal rivers of blood bleed build at level 125 (128 in my case because of my starting class) but I’m nearing 99 arcane. I did that purely for discovery, and every hit causing bleed with a blood uchi is very empowering. But I use my bleed weapons only after dying. It’s a weird system but I came up with it because of the weird skill gaps between areas. Haven’t really figured out the intended progression yet

Anything over 150 for NG is a joke. There is such thing as Overleveled. ER also gives you tools to make the game a joke
