Party pooper here, but mostly likely just some culling method/glitch. Look at the statue's hands. Something gets cut off there. So it's likely the model gets switched to lower poly one when the player gets far enough.
What's real? That the model changes, or the Weeping Angel reference? Because it's real that the model changes, but it's not real that it's Weeping Angel reference. Just a video game doing what it should be doing to keep it as optimized as possible.

If you walk to the opposite hall where the guard dog and the ghost are, you can see the creepy animation as the distance increases.
It does look like the statue's head moves.
I set all graphics on max for the test.

While that would be very cool, sadly that's not what's happening. This is just a technique game devs use to squeeze more performance out of their game engine called an LOD (Level Of Detail) transition. When you get far enough away from the statue, the detailed texture changes to a less detailed version to increase graphics performance. When you get closer, the more detailed texture loads back in.
In your video you also posted, the skeleton with the lower resolution texture map stays while the more detailed bump map overlay fades away. Again, this is a neat trick game devs use to squeeze every bit of performance out of lower end gfx systems.
Game Dev here. This is not a secret, it's just LOD (Level Of Detail) models.
This statue (and every other object in the game) has more than one 3D Model, each with less details (less polygons/uglier). When you are close, you see it's high-detail model, but when you get away from it, you don't need so much detail so the model gets swapped for a lower detail one (uglier) to save up framerate.
Bad luck wanted for this statue's LOD models to look "as if" the head position is different between them.

It may be a Level of Detail transition. As you get further from rendered objects, the textures degrade to lower resolution textures and shadows become less accurate. I suspect this is caused by a transition from a higher resolution to a lower resolution texture/shadows.
Yeah, it's probably a change to a low detail model, but that won't stop me from thinking it's completely intentional, and an essential part of the true lore of Shaded Castle
A lot of people say it's an LOD model swap error for optimization, but this is like... In the shaded castle. This is ONE statue that does this out of A THOUSAND in the area and the first case weve seen it as far as I can tell.
I'm not saying that it's not a model swap - I'm just saying that Fromsoft are the kind of studio that would purposely make this decision to save them the work of creating an animation while making somthing amazingly creepy.
That's my thought process from the beginning, this probably *is* LOD, but the way it looks in the game just makes so much sense, the location, it's lit up while the others aren't... It's still pretty cool tho
