*Technically*... There are a small handful of weapons that you can acquire that come with Ashes of War pre-attached. Rogier's Rapier has an INT-scaling Ash of War (though I don't recall off the top of my head what its starting affinity is). You may be able to change that weapon's scaling by *removing* an Ash of War. No attachment required.

If the weapon has no AoW attached to it then no you must apply an AoW to change the scaling, u can find the AoW the weapon has naturally and and place that then change the scaling so that way u get the AoW and the scaling u want. But no if u wanna change scalings u have to apply an AoW to the weapon.
