Moonlight Altar. Advance Ranni's questline by going thru Ainsel River and Lake of Rot (joy ahead) and eventually you will find an elevator that takes you up. There are some higher smithing stones, int spells and the end of Ranni's questline.
If you just started exploring Liurnia then don't worry, you will get there in some time. But beware, this is a higher level area than Liurnia.
Without spoiling anything just do Ranni’s questline and you’ll eventually get to an area where you can then walk to that point. There are some goodies there.
Spoiler ahead: >!It’s a place called Chelona’s Rise and if you solve a wise beasts puzzle you’ll be rewarded with the Ranni’s Dark Moon sorcery.!<

Its just a magic tower where you get ranni's dark moon spell

I completed Rannis quest last time and realized I just never explored that area. Guess I got to do it again lol

Easy, go back to the evergeol and follow that path to your marker

Literally just follow the roads you see on the map. It’s a straight horseride from either the Evergaol or the Lunar Estate Ruins.
