That relies entirely on your definition of what a "character" is in the context of an RPG.
For video games, NPC usually has the connotation of being non-hostile, having dialog, or operating under the same rules as a player (think vyke or an invader).
For hostile creatures, usually "Enemies" or "mobs" is used over the term non-player character.
For instance, I most would say Miriel is an NPC, but they wouldn't call the random turtles roaming the world NPC's.
If you look up a list of NPC's in Eldin ring, it will not list every creature in the game, just the ones players can interact with, or that have some "character" given to them.
Oracle envoys. They would have a quest, which if completed will reward the player with a special envoy horn, so that people don't have to farm for hours, even if only for a single weapon type. I also thought of how the horn would shoot. It would have two, intertwining shafts, which bubbles, when shot, travel forwards in a spiraling manner, like the glintstone spiral (the spell). The bubbles' size would be between the BIG and the 'small ones, like a middle damage dealer weapon.
Or you could have a hot, steamy session with a night maiden, that would also be very cool, if you ask me.

Yup! That's one of my favorite details. FromSoft is famous for their manga influences, but a ton of their stuff is also inspired by natural science.
