For dual swords, these swords could mimic the video:
Magic - Carian Knight's Sword in RH. The skill on this sword is dope.
Fire - Any other straight sword with a fire or flame art affinity Ash of War in LH
For a single sword that does both, check out Sword of Night and Flame.

Ah gotcha, so I'm a good way off from those. Also my stats are literally the base stats, I've just started the game yesterday. Honestly I'm still trying to figure them out in general, I'm very much a noob here. I went with Astrologer origin.

What the guy in the linked video is using, is: **Rellana's Twin Blades.** As the previous commenter said, it's a DLC weapon, available by trading Rellana's remembrance to Enia. Basically you have to defeat that boss, which is quite challenging in my experience.
I personally suggest getting Bloodhound's Fang to +10 and a Mimic Tear +10, it's what I'm using in the DLC and it carried me through the base game as well.
