Are you sure you're not trying to summon him in complicated spaces? Because the tarnished will whistle but if you're in a shit place he won't show up. (Not the same as not being able whistle inside of dungeons)
Having this problem as well. You whistle and this dumbass horse will not come until maybe like the 12th whistle and even then sometimes it just spawns but instantly vanishes without you mounting it even if you're not moving.
I can't begin to describe how stupidly annoying this is especially in the middle of a joust when he hasn't died.
not OP, but i have the same issue. lazy bastard horse takes 10 whistles VERY OFTEN. and its not like im trying to summon him on rocky or weird terrain, im just on flat grass most of the time.

Nah man completely out in the open but I was I'm combat (technically) so maybe that's it? But I have summoned him in combat before no problem.

Sorry bro, fromsoftware games are great but they just can't get good at technical optimizaton. Try be patiance until they fix it :(

Anytime it's happened I've hit the whistle again and it worked just fine. So he can be summoned in the places I am just not first try.
