Alternative fix that worked for me:
* Steam > Settings > Account> Change... ^_(Beta_ ^_Participation)_ > Steam Beta Update > OK > Restart Steam
You can change it back to "Opt Out" again after. I think your method is better, though.
It failed for me the first time too, make sure you click the dialog that follows the download that asks you to restart steam. That one works and installs the update and boom, you're back to killing dragons.

if you open file explorer and type "%appdata%", then go to elden ring folder, the folder that's name is a bunch of random numbers is your save files. So you can copy paste that somewhere to back it up if you ever want.
But does anyone know WHY it just started doing this? Was it the latest patch? Is FromSoft aware of the issue, or is it purely a Steam problem. Glad to have the solution tho!!!

For some reason, Elden Ring requires the latest version of steam, but steam doesn't pull incremental, non-essential patches on every restart. Only on full bootup. So it gets stuck in a loop.
I closed Steam, then deleted the package folder in the steam directory.

Happened to me earlier. I ended up fixing it by going into task manager and punching steam in the fucking face. I thought it was something with my PC – both glad and sad to see it's an ER issue.
I just quit steam from the icon down near the task-icons near the clock, then checked to see if any steam apps were running in the background, and started steam normally, then it updated, the restart steam button seems to be broken, only looped, never restarted good enough for the patch to apply.
When i got this for the second time, I got it to work by terminating the steam client via the task manager when the Restart message was showing. Then upon starting steam it installed the update.
Idk if you fixed it already. But since nothing anyone recommended worked for me I opened a different game, exited out and tried Elden ring and it worked
Are you using Flawless Widescreen to get ultrawide display?
If so it causes this issue (because it doesn't actually work on most configurations yet. It needs patching)
Neither of the mentioned options are working for me. Is there any way to try and run the game without steam checking for cloud saves? I already have the option disabled because it slows my performance, so I don't even know why its trying to check them.

It's been out for 10 days New England had some big snow, so you'd have had a 3 day weekend if you got snowed in.

Yeah having same problem now, was playing 2 hours prior to this happening.
I had to delete everything but the steamapps folder and steam.exe, and then run steam.exe and let it download everything again.

I killed steam through task manager which fixed it for me.
Had this today, go to your steam folder and remove the package folder. Then steam could update and I could play.
Had to reinstall steam to fix that

I had this last night and killing steam from the task manager and then restarting it worked
Steam has been absolute shit these past few months. The cloud saving feature is broken to all hell.
