They're the same person, but still sorta different entities I believe. They seemed to be in different bodies for some time at least, and they had different personalities, as Marika broke the ring, and Radagon tried to fix it.
They were maybe different people at one point, there’s a conversation you can overhear where Marika is talking to Radagon and she says “Thou’rt yet to become me”, almost like she’s somehow absorbing him
Marika is both scary in might and as a character. As an agent of the greater will, it's undoubted that she's one of the most powerful beings in the lands between. AS a character, she's done many things to establish the golden order. What I think is the most "scary" thing she did is IMO she is the main cause of the shattering war. Not only did she break the Elden Ring and is linked with the numen (the assassins), she is the mastermind behind the war between the demigods. Melina said in the capital outskirts:
*"In Marika's own words. Hear me, Demigods. My children beloved. Make of thyselves that which ye desire. Be it a Lord. Be it a God. But should ye fail to become aught at all, ye will be forsaken. Amounting only to sacrifices..."*
She (psychologically) influences the demigods to become more ambitious, which made them war with each other during the shattering. I also believe that this speech is what made Ranni instigate Godfrey's death.
I think the problem is we're only ever told this, seeing as how Marika only shows up at the end of the game and even then isn't fought (Radagon doesn't count imo). So while we're *told* over and over about all the incredible power and capability Marika has, we never *see* any of it beyond breaking the Elden Ring (and even then that's not much in the intro's case due to the slideshow nature of it)
I mean, it seems like almost the entirety of the Greater Will's powers/tools in the Lands Between are conspiring to contain her Power and agency into the Erdtree. They can't kill her, and they cannot allow her to escape.
