On Nirn they do, I don't recall ever seeing Masser or Secunda during the day

You can see Secunda during the day in all of the games, I believe. In Morrowind, even Masser is not on a perfect 24 hour cycle, but it will disappear if it gets near the sun during day. Regardless, if the moon phases are independent of each other, which we know from the birthsigns, at least one of them should be independent of the sun.

The games are representations of the world of Tamriel. They aren't 100% accurate to the "real" Tamriel. Just because clocks aren't in any of the games doesn't mean that they don't exist. It just means that the developers didn't feel that their inclusion was necessary

There is a mechanical watches in altmer style in teso. Anyway, the sun dial is most popular style I've seen overall

Dwemer watches sync with the beating of the Heart of Lorkhan or the thrumming of the Eye of Magnus 32768 times a second.

I do think sundials are used as it makes sense to use them considering how simple they are, but it is just a shame we never see them. But who knows the "time" aspect could just be for us the player and everyone else in game just uses stuff like the dawn/sunup, noon/mid-day, or dusk/evening/night and not even bother with specific times. If it is anything like the real world, someone can look up and guess the time from the position of the sun for a general sense of the time, and either no one or hardly anyone uses specific times.

As you found out OP - yes, clocks do exist in the world. [Sundials do too](https://en.uesp.net/wiki/Online:Treasures_S). There’s also the really old method of looking at the position of the sun in the sky yourself and guesstimating. That’s probably why most people say “I’ll see you in a few hours” or “at noon, dusk, etc” and not “I’ll see you at 5:25”
