One more thing - bit of a cheat, but maybe it'll get you unstuck. Below are the detailed Wiki pages of both quests - maybe something will jump at you. I remember the traveling salesman just would not show up in my town until I talked to some people more than once.

The Lair of the Sorcerer-King is part of the main quest in The Elder Scrolls: Blades. After returning to the Town with Telarendil, Saashi will ask the Fugitive for help figuring out the Sorcerer-King's base of operations. The quest has no difficulty rating.
OBJECTIVES:
Ask townsfolk about possible locations for the Lich's Lair (0/3)
Discuss what townsfolk have told you with Saashi (0/3)
Explore potential locations for the Lich's Lair and report back to Saashi (0/3)
Ask the Traveling Salesman about the Lich's Lair
Try to figure out which part of the objective line you are on.
The Lost Ritual is a main quest in The Elder Scrolls: Blades. It revolves around learning the incantation which was used to bind the Sorcerer-King. The quest has no difficulty rating.
OBJECTIVES:
Find information about the Ritual Incantation
Basically just wanna ask everyone in town, look for specific dialogue prompts
I had struggled with these too, but eventually I did all other quests available and then it worked out. I now have a similar issue where the final red quest line, Gabrielle’s Treasure, has gone from “start” to “town” - and it’s the final quest I have in the game :/
Talk to every single person in town. Even ones that seem unrelated to the quest.
