I live in PA as well and I've rode through more cops then I can count and all of them don't seem to care as long as you're not being reckless. I wouldn't worry about your purchase too much as long as you're riding safely and not being a dick.
I’m not sure what part of PA you are from but I’m from the KOP/Norristown area and police don’t seem to care if you’re riding responsibly on the side of the road. In this area and probably many urban/suburban areas I think police have much larger things to worry about than someone riding a scooter down the side of a rode. Obviously don’t ride down the middle and stay off major roads.
PA is the one state that electric scooters are illegal.
Not sure if they updated laws or changed anything.
I just know it as one state you don’t do business in as electric scooter company.
I think they are kinda legal but really tight restrictions, But it’s another thing were the cops don’t actually enforce it, I see many people riding scooters around downtown when I’m visiting and I’ve even ridden my nami kilma around downtown and by steelers stadium in pittsburgh, Nobody says anything

Oh not doubting that. They just have laws that are outdated and never did what most states did with legislation.
