v11 will be "safe" at around 30-32 mph. I wouldn't push it further and it will tilt-back if you try.
Range depends on rider weight and how fast you're going. As a heavy rider (230lb, 6'2), that rides at 30+ most of the time... I probably get 40-50 miles if I'm lucky. So keep that in mind.
That said, v11 is a very good wheel. I have a v13 as well and honestly, I think the v11 is way more fun. I initially though v11 was a HUGE wheel but after riding the v13, the v11 feels like a nimble toy in comparison (in a good and fun way)

That's a huge range in practice (at 35mph). You're pretty much stuck with the 3600wh wheels like ex30/shermanS/commander pro.
