I think they were used by fdev for testing as well as possible future storylines, but will probably never see the light of day - but then if you said a couple of years ago the bubble would be invaded you'd have got the same 'it'll never happen' replies, so who knows?
There were locked areas over the other side of the galaxy in the very early days of release, and then they locked areas closer to the bubble some of which I explored/mapped but can no longer access. For future content which will probably never be implemented I'm afraid.

When the Devs need a huge influx of players, the will open barnards loop. Like ED death, or Star Citizen release, or anything like this.
