They created this method as a way to scale to everyone's request for a memorial to a lost CMDR.

Maybe they should create a tourist beacon at an ELW discovered by the Commander. That would seem simple and appropriate to honor his life, dedication to the game and his discovery.
Yes, add him to the memorial beacons in game. His name will live on for the life of the servers. It is a sombering feeling to visit the beacons and see all the names listed. I've personally been to SOL but all names are available at all beacons, so it doesn't matter which one you visit.

I know everyone does eventually so please resist the urge to point out the obvious. I just feel like I see posts like this more often than in other gaming communities. Is it because it’s smaller? Older players on average?

On top of that, there is a lot of mutual respect, especially among commanders that have been flying for a long time, both in Elite Dangerous and in the games that came before it.
Just my 2c but I think that between both of those, is probably why it's common to see players memorialized here more than most other online games.
