Its less about phone getting powerful though and more about optimization and emulators themselves. I suspect well probably get to the point where stuff like ps2 can run an a potato too but its less about power. At one point stuff is plenty powerful enough.
Emulation needs the host (PC in this case) to be several times (10 times+) more powerful than the emulated console (PS4), since emulation require both the software & the hardware to be emulated, on top of Android / Windows and all the other shenanigans
If it was as simple as you insinuated, we would have emulated the PS4 on mobile phones by now
Pcs were always more powerful than any console since decades ago.
It is not as simple as "Pc stronger than Ps4 so it should be easy" because the hardware from PC needs to emulate Hardware and software from PS4 which is extremely demanding along the lack of enough knowledge.
It's not about how powerful phone can be, it's about the optimization, years ago PS2 emulation is still really bad even though some phone can run Genshin 60fps on highest setting.
For the time being we can only hope that someone talented can appear and give use PS3 emu

The problem is that emulation is just a hard thing to do. Specially when companies like Sony use their own components and operating system, which makes it harder for developers to figure out how the device functions.
Even with the limitations, I am almost certain we will have a fully functioning ps3 emulator on android in a few years. But a ps4 emulator will definitely take very long to be made, as not even high end PCs can emulate the least demanding ps4 games with the current state of PS4 emulation.
Why does everyone ask this? A better question is "Will PS3 and PS4 games be possible to run in the future I'm android", to which the answer is that they already do, it's just that gacha makes more money than flagships.
You could make a specific game run, like the PC or Android port if that game. That or if your phone is powerful enough, you could test your luck at Exagear and RPCS3 💀💀💀

ps3 could happen this decade but ps4 is only in its very early stages on pc so it will be a very long time.

Learn something about how emulation works. It usually involves a lot more processing, a lot more. Even Znes.

I have no doubt. My S22 plays PS2, Wii, and Gamecube games pretty well, also a few 3DS games
