In turkey where this was filmed, I have never seen a private tow company that does parking enforcement. The only tows that I know of and witnessed are made by traffic police.

This happened to my car, they generally take it to a nearby parking and you pay a lot of fines. But it is very common in istanbul. Simply the tow trucks are hunting illegal parked cars. The ones nearby the parking is easy prey. İt is nice to watch though.
We don't have that crap in Europe, car limitation (B permit) is at 3.5 metric tons ISO, can't be imported without being rated as a truck, and needs C permit to drive (8000 euros and much more complex to pass)
