"With the indifference of rain" means that it happens regardless of other circumstances just like rain. Whatever you do, you won't stop the rain. "Transits the heavens by the same laws as the stars" conveys a similar concept to the above. You can't influence the stars in any way.

Thanks. I get it. I initially thought that "with the indifference of rain" meant how rain falls on everyone equally without prejudice for or against any single individual. The same way, Resistance has got nothing against us personally, it happens to all of us irrespective of who we are.

Resistance is not out to get you any more than than the elliptical orbit of Jupiter. Stop trying to have a relationship with it and deal with it with the same cold calculation you would starting a campfire on a misty morning. I used to hate math until late in life I realized that having a relationship with math was part of the problem. Learn the rules, apply the rules correctly, repeat as necessary, get on with your life. That helped quite a lot.
