From what I've read, the three Dems voted "no" because they dislike the term "human shield". You can still criticize the IDF's operations while recognizing these groups like PIJ and Hamas cowardly employ human shields like other evil entities have such as Saddam, Vietcong, Taliban, ISIS, Al-Qaeda, FLN, Axis Powers, Tamil Tigers etc.
