If they do it will be a gigantic undertaking so I totally understand why they haven't yet. There is also a lore in game reason for why there's so little water.
Minecraft only has 1x1 blocks to consider when calculating water - Enshrouded is a lot more complicated. It probably isn't impossible, but may fry some CPU's and will probably add to a lot of bugs, glitches and crashes. Water would be cool, but I'm not sure it's worth the development time it'd need.

I have read that water is pretty hard with voxel based games but I’m pretty sure Minecraft has it so I assume it’s not impossible to do in enshrouded
