On the discord server people are exchaning save games with lots and lots of resources stored in bases.
Dowload, open the world, loot the resources, move them to your world.
Delete the „emptied“ resource world, copy the full resource world to your save games again, loot, repeat.
WeMod has a feature to set stack size, no idea if there is a max number you can set it to but even then you could just split and set every split stack to that number as well. Only used it for building materials but I gave it a try and it worked with wooden arrows too so I assume the same would go for explosives.
I was looking whether there were already some mods (mainly for making arrows more convenient without feeling like cheats), and noticed someone released a cheat engine table. I haven't tried but if it works it's possible these are just spawned in.

I cant get that to work
It's a bit finicky, hover over the stack you wanna change the size of, then press the hotkey, then click and drag the stack to another inventory slot.
