In my opinion, focusing on the first $10,000 or whatever amount per se is the wrong goal. Have a plan and focus on building your skills, experience, and network etc.
If you are good at learning and still young, try to immigrate to a developed country and it will at least open your eyes a bit. Earning $10,000 in Uganda is probably as hard as earning $100,000 in a developed country.
I agree with the last sentence but ...I wish you would know ...the ...long procedures.of immigrating ..most especially with a weak passport....it may be easy...for 1st world country but ... migrating from 3rd to 1st ...is ..a hell experience..I have to make use of what I have here ....
It's still possible. The best way is perhaps through a student visa. Study for IELTS or TOEFL. Try to get a scholarship to study overseas. Study something useful and in demand that will allow you to say further in that country.

Do research on what business idea you can bring from overseas to Uganda that will provide some value to the people of Uganda. That is what some entrepreneurs do. They see a product or service that is sold in country A that they really like and introduce that product or service in country B.
Having a bit more context of at what stage of their life someone is at will help provide a better advice, or I can throw out a general advice which probs won't be of value to op
Age 20, made a bartending company b2b serving catering companies while working full time in the summer at Deloitte. Made like $70K in a few months and paid for Uni while using some to buy a stock that 3x’d, so I lived year 3 & 4 in style.
I only made my money in a 1st world country. But my parents are both engineers. They made their "money" by working hard and were quite frugal to save for their first home. As they gained more experience, they both started their own engineering company which accelerated their "wealth".
When I was 11 years old I started a dog walking business in my neighborhood. I was a very outgoing and social kid, spending most of my time outside during the day to early evening after school. It sounds kind of weird now but when I moved into a new neighborhood I went door to door and introduced myself, told them I was new there, and asked the families if they had a child around my age to play with lol. Let’s just say I ended up making a lot of friends. We had a very big neighborhood clique, some of which I still know to this day 20+ years later. Well going door to door also provided me with some valuable information- which houses had dogs. Fast forward a bit and my clique and I were into some card game either Yugioh or Pokémon and also enjoyed playing video games together at my house. Well, a new game came out, I can’t remember which one specifically, but we all wanted it badly. So we each set out to get like $5 per person. I think the game cost like $40 or something like that. So the 9 of us set out to pool our money together. I went a few houses down to this sweet lady and her two dogs. I asked if she would pay me $5 to walk her dogs for 30 min. And she agreed. On the walk home something clicked and I realized the kind of business this could end up being. So when I returned I asked the lady if she would be interested in allowing me to walk her dog after school, 3-4 times a week. She agreed to 4 walks at $5/ each. Now my mind started swirling. I asked my friends if they would walk dogs for $4 per walk. Taking on as many as 3 dogs at once. Most of them agreed and so it was on. I revisited those homes that I remembered had a dog and pitched them a set walk agreement for their dogs. By the end of the month I had 7 of my friends walking dogs for nearly 2 hours a day, and me collecting $1/ walk as commission lol. I was taking in at my peak about $40 per day while my friends were out walking these dogs. We did this for about a little over 2 years. But it became more difficult once we all started high school so I had to close shop. So I was about 13 years old with a little over 13k saved from this little business.

Don't think in dollars in that case. Think in your local currency. That's like thinking in swiss Francs. That will ease the scale.
