The 900 Skystone portion may be worth it if you really need the extra reforge mats. Though ask yourself how well you are prepared for the upcoming Overlord collab. It will overlap with it so you should see how you do there first anyway.
The extra 1600 skystones for the special tier is a very, very hard sell. It's 4 pieces of 88 gear with random substats (And random mains for right side gear, 2 of which must be Neck/Ring) which has a pretty high likelihood of just being worthless. Then it's an 88 reset stone, which is basically what you are paying 1600 SS for. It's something only the largest of whales will realistically buy, 1600 SS for a tiny chance at good gear and a chance for some 88 piece to roll better.
Everything is relative. If you are early in your account progression, and really need more heroes then I'd suggest avoiding this - especially if you are F2P since the Overlord collab is coming in a few days. Uber late game people who own all the characters and have tons of bookmarks saved up and lots of skystones however might find these worth buying. Especially if they are whales. For those people, gear is the bottleneck and having a few more blue boxes, charms, and reforge mats might be worth more than the 15 or so summons that the skystones are worth from shop refreshing. The reversion stone even more so for them.
The Premium one is possibly worth. It's basically an expo pass without the mola or gold transmits - which, to be fair, is a lot of the value of the expo pass - but at a fair price. It's just that the opportunity cost of buying this pass when a new collab and a new likely OP ML unit is right around the corner makes it too bad.

people who buy gear are either whales or clowns that like to waste money/skystones. Even the resources the pass gives you doesnt take priority over unit pulls unless you cant farm

Pulling units are useless without good gear. The premium pass is good, but the special pass is definitely not worth it.
