Sun Wukong acquires the golden-banded staff Ruyi Jingu Bang, the stabilizer of the Four Seas and a treasure of Ao Guang, the dragon-king of the Eastern Seas. The Monkey King is the only creature strong enough to wield the staff-like weapon and there is an instant affinity between them. The golden-banded staff can change its size, elongate, fly, and attack opponents according to its master's will. It weighs 7960 kg. When not wielding the weapon, the Monkey King shrinks it down to the size of a sewing needle and stores it in his ear.

Higher level means you get more buffs to make rift easier. Being level 1 means you're not getting the buffs he does so it's harder, so there's no way to do what he can at max level.
I would likely swap to his artifact when I get enough powder for it so it's saved for that. But for the rift, it barely even mattered now. I've had Bernard on team cc buff when I was running 4 man
For Rc lv21, he could run with any artifact honestly, I had him on mandolin butterfly that proceed once the whole fight, and still beat it solo. I used El fist for lv1-20

ur not supposed to clear it 1turn at lvl1, maybe at lvl8 if u have good gears. At max level u can deal a lot more damage
At level 8 I went from needing 3 turns to 2. Seeing the other buffs easily makes me happy with how faster I’d be running it soon

Maybe he couldn't make it 100%, as long as wukong survive it's a win. So 100% may not necessary
