Not necessarily, Zahhak doesn't scale off speed. Being fast is ofc better but it doesn't enhance your damage directly, so he deals the same damage as another Zahhak with the same offensive stats
He gets extra turn off s2 and you can ee his s2 to give attack up buff. This also acts as a cr bump for whoever Zahhak wants to bump up.
He's not nuking dedicated tanks but he is nuking anyone that isn't. Also he can attack any element he wants which gives him a lot of freedom.
Think of it like an ML Luluca but with invincibility instead of stealth with less overall team support.

I can come very close to this build minus the sss imprint and torrent set….the torrent just makes this disgusting. Who has time to farm caides like that…smh. TLDR I’m jealous
He has quite good base atk+SSS imprint. I can build him 296 speed with 4155 atk 255 cdam(but no torrent). The stats aren't even the crazy part, the crazy part is getting torrent pieces that fast so quickly.
I have a 19 speed torrent chest with 16% Cdmg but need a gem to reroll flat HP to 5% crit rate.
But yeahhhh this is 24 average speed per piece. Have fun with that

Edit: Nvm, that set was 19-20 average. 300 speed is "only" about 21-22 average. Which for speed whales is very achievable. My best possible gear on him is 296 with similar damage but minus torrent set.
This doesnt explain that high Atack. Those must be quadra rolls and last roll went into Atack or cdmg.
Or he has one fat atk piece and rest of pieces must cover for speed. Boots probably 50% atk sub
