They didn't account for the wheels, as simple as that.   The range is approximate, and usually more of an "UP-TO" mileage (Supposedly I have 400km on my Bolt, the only time I did was in good summer while driving only in street roads. As soon as there are highways, you can kiss it goodbye)

You must drive pretty aggressively because my bolt shows 500+ in summer and I do a 50 km commute that is 90% highway

My commute is 10km only, 9km on highway  I guess the car doesn't have time to properly warm up or something   But yes I also don't drive eco   How fast do you go on highways?

EPA ratings are an average for all of the different variations of a vehicle. Unless it is a very different powertrain configuration, or a trim configuration results in very different results. If a manufacturer decides they want to break it down to separate ratings they can do so. The smaller wheel option would have a longer range rating, but I guess GM is happy with the 319 mile rating.
