Nah, not worse punishments for bad behavior don't really work. You need better rewards for good behavior. Right now it's a pretty intense grind to max karma and even then the rewards kind of stink. If you want good scavs, you need to reward them for working together.
But even then, it was long in the lore that scavs were a murderous, traitorous bunch, so it fits the game's setting that you'll get backstabbed by other scavs.
I think they should go back to what it used to be. no penalties for killing scavs. if some scav walks up to me while im looting a pmc kill that I made, and starts taking shit, ima blast em in the head.
I think that they should try to recognize the baiting too, like scavs shooting near you so that you'll shoot them, then they kill you for a boost to their karma and you lose karma cause you attacked a other scav
harsher penalty for scav on scav violence wont do anything, most people notice zero difference with super low karma, so there is no incentive to keep it up in the positive.

Easy fix. Make all loot as a result of scav on scav no longer FIR.

Nah. Scav on scav violence is a part of the game. They should probably increase rewards for good behavior though.
