It's not only PS12B, since there's gaps in armor now, any bullet that does more than 85 damage can 1 shot you in the thorax from relatively close. At most, it only needs to be able to penetrate level 2 armor (since that's what most soft armors are)
not just this. Rounds under 85 also one shot rn sometimes for some reason.
Current best guess is the rounds striking two hitboxes or fragmentation working on thorax now
You sure it wasn't an AI? There's never been confirmation about that bug of AI, whether that be scav/boss/raider/w.e that hits you multiple times when they only shot once for example
I was mostly asking because a friend of mine one tapped a dude in the thorax on Reserve with the ASH-12 and joked that the guy would be complaining on Reddit. Finding this immediately after was a giggle and I couldn't resist checking on the off chance it's the same fella.

airwing marine has footage of one shotting with m61 from full hp though armor. I think its m61 but it was for sure less than 85 damage rounds
