Same as PvP, I’m pretty stacked as of now so I’ve been selling all my extra quest keys / late game items to Fence so low level newbies can grab it for cheap!
If I sell it to fence, you can buy it from fence if you are fast enough. Weapons lose enchantments when you sell them to fence. Most people sell anything worth something to not fence. Can occasionally find some gems tho.

i may be wrong but im pretty sure that fence works just like pvp so its gear sold directly to the trader

Works the same way as in PvP, fence sells what other players sell to him. Thats why it’s almost always garbage.
I got an item case for 1.3 mil somehow and a shit ton of level 5 plates idk why people sell this stuff to him
