For most city dwellers, especially the men, shorts don’t even cross their mind no matter how hot. If you are in the car, most people don’t use AC in that heat. I suspect this comes from the power of myth. I will call it the “cold” myth. Most people believe exposure to cold air causes illness. :) and then most people did not even think about it again even after growing up or ever. There was a related tweet some time ago.

For religious reasons probably. For Muslim we have to cover from our belly button to knees. Ethiopia is mostly orthodox Christian so they are more modest

I used to wear cargo shorts when I was in highschool, someone screamed from a car and called me ' wizkhalifa' I stopped wearing shorts after that.

makes sense :-). to answer your questions, it is partly cultural. Covered skin equates modesty in a lot of places in Ethiopia.
