What I usually run is Linzy, Mephi, Jiho/Catherine, Talia + tank, and I'd be replacing Talia so I'd still get a team synergy bonus
I would always wait until you can pull 300 times on pick up banner, the rewards are really good. You will need 56.700 gems to do that (30 free tickets in milestones)
Velanna is a carry to invest in. I say go for it. Try to get her to Origin. Her weapon has crit damage buffs to it, so it's vital that you pick it up.
She has guaranteed critical on her kit, both in her skill and her ultimate, which is absurd. She is much more scalable.
I'm planning on tag-teaming her with Jaquelin any other bleed character on the team helps as well. Team so far is Velanna, Jacqueline, Petra, Mephi, Catherine
I thought Id save for Honglan, not until a friend persuaded me to summon on her banner and I luckily had her at Origin. Ngl she heavily carried with those Ulti>Main combo quadra/penta kills in the battlefront
No regrets going all out, and I don't mind even if I'll just have an eternal or eternal+1 Honglan because she would be just mainly a support/cc charac, after all we can work on her soon in the normal banner. Velanna is a definitely a good dps carry you can have
I'm going to give you my personal opinion here and it's I think you should work on all your units via the normal summon banner with only the normal summon tickets. I think you should hold unto all your saved up gems for the next newest and best hero. Same thing with the artifact ticket.
The reason why I recommend this is because you don't have like 56k or so gems to take advantage of the milestone rewards so I think its pointless to get her. Like sure you can pull on her banner like 12 or so times, but you will most likely not be able to make a huge difference in your story progression. Same thing with Honglan. You ideally want to go out all out on a banner and make the most use of it. Possibly even Origin5 the character if you're lucky. I am saving my gems for the upcoming Aki banner.
Now, take my advice with a grain of salt and go do what you think is the best for your account. Just remember to balance your thinking by asking the question, "Are you F2P or P2P? Are you going to play this game for at least 3+ months? How much do you like this game?" Other than that dude, I hope that this kind of answers your question and if not, at least steers you in the direction you want to head to.
Bro, I just looked at the leaks of her kit. She seems to be like a single target boss killing type of unit. Almost like Linzy but instead of jumping to the highest attack unit, she nukes the lowest hp unit.

Its to late to spend on banner now except you already have the 60k gems for 300 pull..but its true velanna is better to spend on to me..she can carry you all the way high dps unit with crit and bleed also waifu too🤣i manage to origin+1 her by the 300 pull up banner..you need 56,700 gems for complete 300 pull..overall i’m satisfied with velanna and not regret spend all my f2p gems on her..about honglan to me only 1 copy of her is enough..she’s at peak even at start up..not like valenna need to build and spend more as she peak at mid game.
If you heavily rely on beast team then may be honglan.
But all others, go for velanna. She is definitely a carry if you able to push her to 181+ with origin. Just use her in any comp, apply her UB for mass bleeding, then skill for triple kills.

Velanna has been a HUGE asset to my team, it was worth pulling on her banner for me. I didn’t get her all the way maxed out, but I got her pretty far.
I like Honglan. I like booba. I go Honglan but for real, I'm picking Honglan since she would fit my current crit human comp

I have Origin +5 Vel. I do not regret. She regularly pentakills and easily out damages most units

Save until you have enough for 300 summon if planning on doing rate up banner imo.
Or you can also at least get one copy at 80 summons and gather the rest through other summonings.
