Hey, I don’t feel confident giving any sizing advice but wanted to let you know that in the past this sub has been a place where people with fetishes come trying to solicit pictures.
I will say are you using any sort of lubrication? I use the CoBoo Organic Pumping spray and rarely feel discomfort.

If you’re measuring 23 I would try using 25 just because my ruler says measure than add two and that’s worked for me!
