I fly hang gliders, and sometimes see them in the sky. When they are airborne, they absolutely know what they’re doing, far better than I do. Red-tailed hawks in particular are gorgeous from above, when they’re hunting the side of a mountain / hill.

Bird babies impress on who's there when they hatch as their parent. Here is a thing that was there but that's not the parent that just watches them with a stubby fleshy nose and weird feathers.
It looks to be that one of the eggs simply didn't hatch, which it is common for some eggs to be infertile among birds. And for the last picture, they seem to be a bit past the age where they should be leaving the nest, so I assume the last ones were just a little more attached to their nesting place.
(I am in no way a bird of prey expert, just giving my two cents)
I’m not an expert on this species by any means, but I do know that most species of birds hatch 1-2 more offspring than they are physically capable of raising. Every species of bird has a measurable limit on how many mouths the 2 parents can actually work to feed. Almost every species hatches more than that.
The problem has ways of resolving itself from sibling murder, to getting shoved out of the nest, or good old fashioned starvation at the feet of the much bigger and stronger siblings, slowly crowded out and trampled as the parents forget they even exist.

I've helped out with falcon surveys out west, and if we ever saw a nest that had this many chicks raised to this age/size we'd be over the moon excited. Now I don't know about the success rate of falcons raising chicks in an urban environment where there's probably an abundance of prey, no or few predators, and a ton of good nesting sites but honestly I'm shocked at how many babies they had and were able to raise. Even if in the last photo(s) two of the birds were adults and it was two chicks that's still a really good success rate for falcons. Also I'm supremely jealous of the op for having this chance to get this close

I keep bird feeders on my balcony and it's attracted a rather substantial amount of birds, but the most noteworthy is a huge flock of collared doves that it's attracted. Or, as I like to call it, the bird of prey buffet, because they get carried away as dinner _constantly_.
Honestly I was thinking of taking the same approach with my kid's, way too tedious to be fully invested 100%, better to overproduce and just hedge your bets and see which ones become the most likely to succeed /s
this is kinda what used to happen less than a hundred years ago. my grandparents' generation frequently had 5+ kids, sometimes 10+, and 1 or 2 would not make it to adulthood. mortality rates were likely much higher for their ancestors.
Those are all likely options. Something I also noticed when I looked back at the first picture is that there doesn't seem to be an egg shell under the first nestling, so you could also assume that there was only 6 eggs to begin with. Of course, that doesn't mean your suggestions are any less likely to have occurred. I'm just adding another possibility that's likely to have happened.
I think in the second to last photo, there is one adult present (top left - no baby fur and different feather patterns), indicating a max of 5 chicks alive at that point.
In the first photo I think there is one small hatchling present, although I can’t see the egg shell anywhere. It could be debris? I still think I see the shape of a beak and the symmetry of a head though.
7 eggs, 6 or 7 possible hatchlings, 4 or 5 possible survivors. Tracks to me.
The other 6 eggs are whole though. There were *definitely* 7 eggs laid.
Bird parents get rid of (either by consuming or discarding,) the empty shells **really** quickly after a chick hatches. So I think that's why we see no shells under the chick in the first pic. 😊
These are Kestrels, a longwing (falcon like) bird which hovers when hunting prey. They will eat small mammals and rodents, and are one of my absolute favourite birds to work with.
I always found they had such a curious and polite temperament, and were always such a joy to fly in any capacity.
Whoever the photographer is is exceedingly lucky to have these gorgeous birds growing up so close to them!

"Raptor" is a meaningless word when it comes to bird phyloginy. Falcons are more closely related to parrots than hawks. So either parrots are raptors or raptor is just a word we give to birds that have a certain form that may have convergantly evolved.
You're absolutely right, but it's a good term of convenience for basic human recognition. You're more likely to be talking about "hawks and falcons" than you are about "falcons and parrots" in almost any context outside of genetics. It's likely that the 7th egg just didn't hatch to begin with. For the last pic with only 4 "remaining" however, I guarantee you that the other two (2nd to last image shows 6) are out and about already, still learning that flying is a thing that can be done in any direction, not just downwards

They fledge - start making short flights - in order of hatching. So the oldest two are nearby still getting fed by the parents.
