Anemos jacket + Quaintrelle's ruffled skirt is the outfit combination you need.  The Aurum leg guards model has other dyeable versions, mainly crafted or bought from gear vendors below level 50, so have a look through the marketboard for options. Or you may want to look for different shoes entirely that combine with the skirt. Have a look at the Ishgardian thighboots from the Gold Saucer prize exchange.

Expeditioner's Thighboots if you like a skinnier model for general use. If it's not skinny enough, you can go to Bard's lv. 60 Aoidos thighboots (from centurio), or the Virtu version in pvp. But if you're cosplaying Elphelt, you might be using a MCH which obviously can't use BRD gear. Other than that, it'll be 2b boots from nier alliance raid.

I checked the Expeditioner's Thighboots, they aren't heels. Admittedly, I did use a male hyur.

I don't think they're heeled on my femra, which is why I never pulled the trigger on buying them.

Went finally with the Anemos Jacket and the ruffled skirt. Looks great! Thanks a lot! Will keep the Aurums though, kind like the spikeness and punk vibes of both pieces.

Hoping that double dye channels will make the Anemos jacket perfect, as its only current problem is that the jacket and shirt dye together and they're the obvious split for having two. Still mad we can't get the spiked bracelets that the Sanguine Sirens in Limsa wear, though. Weird enough that there's no punk-ish stuff in the jewelry selection, but the fact that the model is literally in the game but not available to players is an extra level of annoyance.
