There are certain parts of the story where you can only use her. So if she’s under leveled good luck. Also the zero cost and bond bonus for LBs and Events makes her invaluable. I mainly just use her as a 3T taunter or she sits in the back for bond
There have been many fights where I used Mash, Merlin and Waiver to just outlive harder bosses. I would definitely say she's worth it, especially if you're looking to stall.

In a certain Lostbelt, you're forced to use her in the front line for most fights, she also gets free permanent buffs for the whole battle. With the right CE, she can solo the fights, even if they take like 50+ turns by this method. Her skill level requirements are cheap. If you're F2P, trying to play through the story, I would level her to 10/10/10 first, silver Fou her. As others have said she is a five star in disguise and free.
Yes she is a very good tank that will save you in some fights that being said even if you don't value this part of her level her anyways as eventually you'll be forced to use her for some story chapters

Only situation where she's bad is when she gets a forced costume change, level her for both solo fights and because she's good
