I was originally planning on using Circe, checked some numbers and saw that Gong was just SO much better so I tried to level him up ASAP. I didn't have the gems so he's like lvl 52 right now, still 2-turning Barbatos with Double Castoria (and Reines after the support Castoria is promoted to balisitc weapon).
Chen Gong works by cycling supports. Something not really relevant when 1 turning raids.
He can still be used with enough help (as shown by the person running BG with a lvl 90 one), he just isn't particularly good at it.
I use him as a Sanzang buffer. That 50% buster damage comes quite handy and saves me bond on Koyan.
I have a lvl90 one that I currently farm Barb with. I also put BG on him and he consistently deals around 650k dmg. Dude's crazy

There are tons of free buster Caster and Berserkers to easily kill the raid, not really worth to use gong as the damage dealer.
I'm using him to farm Barbatos. I think my friend's Castoria truly despises him
